本局一直秉承「保赤安良」的 宗旨，聯繫及善用社會資源，為市民提供多元化的優質社會服務，包括家庭服務、幼兒服務、兒童及青少年服務、康復服務、安老服務、醫療及綜合健康服務，每年服務人數超過300,000。
「保良局」的「保良」二字，指保赤安良的意思。 初期的工作為防止誘拐，保護無依婦孺，並協助華民政務司調解家庭與婚姻糾紛。 隨著香港社會的轉變，現已成為一個龐大的社會服務機構。
