If you look closely at the Union Pay logo on the Discover Card site describing international use, under it is this: (Mainland China Only), so probably can't use it in Hong Kong. It is accepted in mainland China at most places where Union Pay is accepted and we have often used it there.

I am planing to buy $118 value prepaid sim card of csl while visiting hong kong for a week. But i could not understand its data plan for Macau which says cap of $40/40 mb/1 day. What does it means?
