政府隨後於2021年公布計劃將綠債計劃的借款上限提升一倍至2,000 億港元， 讓政府有更大的空間嘗試擴大綠色債券的幣種、項目的種類、發行的渠道， 進一步豐富香港綠色和可持續金融的生態。 根據立法會於2021年7月21日就《 借款條例 》第3條所通過的 決議 （即第61H章），政府獲授權在綠債計劃下借入任何時候最高未償還本金總額不超過2,000億港元或等值款項。 該項決議案已於2021年7月23日刊憲並生效，取代先前的相關決議案（即第61F章）。 為進一步鞏固香港作為綠色及可持續金融樞紐的地位， 2023-24年度財政預算案公布進一步擴大政府綠色債券計劃的範疇， 以涵蓋可持續項目。
