I asked this question direct to the Hong Kong Monetary Authority some time ago and all previous issue banknotes are legal tender and can be used. In case of difficulty in exchanging any notes from very old series issues, such as pre-2003 issue, you can approach the three issuing banks who will exchange for newer series currency notes;
