Re: apply for Japan Shore Pass at Narita? 1 year ago. No personal experience, but I have heard of someone getting it easily in Narita after arrival in January. Just went to immigration and they directed the person to an office where shore pass is issued.

@DavidW, I think your immigration QR is supposed to be yellow. If you look at the Visit Japan Web start page where it shows screen samples, their example of a finalized immigration QR is yellow. Hope that helps.
