2019年2月22日 · 香港特別行政區政府推出此稅制旨在紓緩中小企的稅務負擔，故為確保受惠企業以中小企為主，相關條文限制有關連企業只可提名一家企業受惠。 在全球稅率下降的趨勢下，為吸引更多大型企業/集團在港拓展業務，我們建議下調2019-20課稅年度利得稅稅率至16%，再往後兩年每年調低0.5%，目標是在2021-22課稅年度將稅率降至15%。 此舉可望為本港打造更有利的營商環境，提升本港在區内的競爭力。 2. 提升稅務確定性. 《稅務條例》容許稅務局在課稅年度屆滿後6年的追溯期內，向納稅人作出評稅或補加評稅，而稅務局調整納稅人的稅務虧損狀況則不設時限，因此納稅人或難以確定其最終稅務狀況，對於有稅務虧損的公司尤其如此。

The New CO abolishes the MOA and the current provisions in the MOA of existing companies, except those being abandoned or abolished under the New CO, will be deemed as provisions in the AOA. So, the AOA is the only constitutional document of all Hong Kong companies.
