   2022年11月24日 · 案情透露，民政事務總署轄下牌照事務處（牌照處）人員透過互聯網網頁搜尋無牌酒店及賓館的資訊時，發現懷疑有人於佐敦兩個處所經營無牌賓館。 牌照處人員喬裝客人，經網上平台以日租形式租住上述兩個處所的房間。 兩個處所透過提供密碼讓住客自行入住，處所內並沒有任何負責人。 根據牌照處的紀錄，上述兩個處所在入住當日均未獲簽發有效的賓館牌照。 牌照處引用《旅館業條例》第5A（1）條，向處所的業主提出檢控。 《旅館業條例》第5A（1）條訂明，任何屬酒店或賓館的處所如沒有有效牌照，該處所的每名擁有人及租客即屬犯罪。 民政事務總署發言人強調，經營或管理無牌酒店或賓館均屬刑事罪行，一經定罪會留有案底；有關單位的擁有人，除非能提出法定免責辯護，否則同屬犯罪。
