2024年3月1日 · 商務及經濟發展局發言人說：「我們感謝立法會迅速審議及通過相關條例草案，成功落實二 二二年《施政報告》提出有關加強第五代流動服務（5G）基建的措施，有助於指明建築物內裝設流動通訊設施的安排制度化，並理順審批程序，以進一步擴展本港的5G網絡覆蓋和促進香港發展成為智慧城市。 為配合落實《修訂條例》，通訊局將會發布工作守則，訂明在指明的新建樓宇內裝設流動通訊設施所需的基建設施的最低標準和要求，為流動網絡營辦商、地產發展商、建造業專業人士等提供詳細資料和指引。 相關政府部門包括屋宇署和地政總署亦會修訂轄下的行政指引／實務守則／作業備考，以落實有關建議。 在有關工作完成後，商務及經濟發展局局長將以憲報公告指定相關條文的生效日期，讓相關的持份者有充分時間準備及適應新規定。
電話智能卡實名登記制度的主要優化安排如下： （一）放寬登記儲值卡數目上限及個人和企業用戶有不同上限：個人用戶方面，登記預付儲值卡上限將由原先建議的最多三張提高至最多10張，按《商業登記條例》（第310章）登記的企業用戶可向每間電訊商登記最多25張儲值卡；以及. （二）延長登記制度的推行時間表：登記制度將會分階段進行，給予各方較長的過渡期。 第一階段讓電訊商建立登記系統的時間，將由原建議的120日延長至約180日，讓他們有更長時間準備；第二階段讓現行儲值卡用戶向電訊商完成實名登記的時間，則由原建議的240日延長至360日，讓現有用戶有更充足的時間進行登記。 邱騰華表示，《規例》在今年九月一日生效後，電訊商會按《規例》要求在第一階段建立登記系統。
