You have 3 months to get a VAT form stamped - what you do with your travels in the meantime is irrelevant BUT you have to have the goods intact, in their original wrappings, to show to the customs officers at the Frankfurt airport VAT desk.
HK Immigration has no legal requirement for visitors to HK to have any form of insurance but travel insurance including cover for medical expenses is something many would consider sensible and prudent.

Then count 10-20 minutes for the underground metro and immigration (passport check), 5-10 minutes for baggage claim, 5 minutes to the railway station (just follow the signs), 5-20 minutes for getting the passes - can be done in 47 minutes provided no waiting at all on your way.
