Baltimore County ( / ˈbɔːltɪmɔːr / BAWL-tim-or, locally: / bɔːldəˈmɔːr / bawl-da-MOR or / ˈbɔːlmər / BAWL-mər [1]) is the third-most populous county in the U.S. state of Maryland. It is part of the Baltimore metropolitan area. Baltimore County partly surrounds but does not include the independent city of Baltimore.

There are 23 counties and one independent city in the U.S. state of Maryland. Though formally an independent city rather than a county, the City of Baltimore is considered the equal of a county for most purposes and is functionally a county-equivalent in most respects.
The city added parts of Baltimore County and Anne Arundel County. In 1948, the state constitution was amended (changed). It now required a special vote by citizens before an area could be added to the city.
