I had already tried the Windows Updates, deleting the mouse and keyboard drivers (had not tried the USB driver), verified that both had the most recent Logitech firmware and ran the About My Dell software for any updates....but had not ran the Dell scanner utility.

If that doesn't find anything try Update > Browse > Let Me Pick to try all previous keyboard drivers. If that fails try Uninstalling the driver, use mouse to restart PC to reinstall keyboard driver.
