IDD001 is a premium service, with supposedly the best voice quality, and highest network priority (i.e. no problem connecting on Chinese New Year Eve, for instance). it makes no distinguishable difference for most people anytime except during CNY. 001 and 0060 generally refer to the LD dialing prefix.
