You can activate it by charging (augmenting value to the Welcome Suica) the card using a machine that supports charging, which you should be able to do outside of Tokyo. OTOH, you'll get a complimentary hotel tour by taking bus where that hotel is almost at the last few stops. Allow at least 1 hour to arrive, barring any traffic jams.

Kyushu low elevation region has autumn leaves colors in mid to late November. While you're in Beppu, you can do a day trip to Kitsuki or Usuki, in addition to exploring Beppu.
