佐賀県でロケ誘致・支援を行う佐賀フィルムコミッション（佐賀FC）は、県民に映像文化に親しんでもらい、佐賀のPR、ツーリズムにもつなげていくことを目的に2005年に設立された。 2011年に韓国映画の誘致に成功して以来、海外作品でも実績を重ねているが、「2013年頃には、日本全国に100以上あるフィルムコミッションのなかで競争が激しくなっていました。 そのため、それまでの韓国・中国を中心とした誘致が難しくなり、新たなターゲット国を探す必要がありました」と、誘致を担当した近野顕次さん（現在、佐賀県政策部広報広聴課）は当時を振り返る。 そんななか、2013年7月にタイ人の訪日観光ビザ制度が緩和されることとなった。
