   環境局今日（五月二十日）發表「香港資源循環藍圖2013－2022」，分析香港廢物管理的挑戰和機遇，為未來十年廢物管理闡述整全策略、具體目標、政策措施和行動時間表，全面應對香港的廢物危機。 環境局局長黃錦星主持資源循環藍圖記者會時說：「香港要根本地應對廢物所帶來的挑戰，全港市民必須合力將環保文化融入日常生活當中，從而達致惜物、減廢，共同珍惜地球資源。 我們的目標，是在二 二二年或以前減少百分之40的都市固體廢物人均棄置量。 為達致目標，藍圖提出三方面的政策及行動。 第一，政府會採取全方位措施，透過都市固體廢物按量徵費和生產者責任計劃等的減廢政策及法規，推動行為改變，盡量從源頭減少廢物。 第二，政府會發起具明確目標的全民減廢運動，包括減少廚餘、回收飲品玻璃樽等。
