Here is my advice: If you are into Chinese culture, and really want to have a glimpse of what Chinese New Year is like, go during that week for the festivity atmosphere. If you don't really care, then go after. During the 3 day holidays, many stores/shops may be closed.

Solely from a weather point of view, for most people either late March or late September would be preferable. Between those times most people find HK too hot and humid for touristing.
