2019年10月27日 · 司長隨筆. 風急雨驟. 困擾本港的社會風波持續至今已超過四個月，多個行業都為此默默承受著極大的代價。 現時本港的經濟狀況到底有幾差？ 我相信每個市民只要看看市面上大部份食肆、商鋪的情況，或者跟不同行業的朋友交談了解，自己都會心裡有數。 政府將於本周四公布第三季經濟增長的預先估計數字 (Advance Estimate)。 繼第二季呈按季負增長後，第三季情況持續，意味經濟已步入技術性衰退，且負增長的幅度顯著擴大。 更甚的是，目前情況還未見起色，看來要達到全年經濟增長在0至1%的預測，存在極大難度，不能排除全年經濟呈負增長的可能性。 本港經濟所受到的打擊是全方位的。 出口方面，前幾天公布的外貿數據顯示，本港9月份商品出口貨值按年跌7.3%，第三季合計跌6.4%，較第二季跌幅擴大了近兩個百分點。

消費券登記開展了兩個星期，截至昨晚十二時，已有超過610萬個登記，感謝大家的積極參與。雖然有小部份朋友所提供的資料有誤，例如填錯了身份證的簽發日期，因而須補回正確的資料，但絕大部份的登記資料整全，不少朋友已收到確認登記成功的短訊，當中清楚交代何時會收到第一期電子消費券。
