Citygate is a great place when looking for normal sized shoes - most of the city indeed only stocks rather small sizes (up to EU 44/45 or so). Timberland and Columbia are two brands that I've been able to find that usually stock my size. For sports shoes another option is the Hong Kong Football Club in Happy Valley.

If you're buying sneakers over there, it's most likely that you'd be able to take the inner sole out and measure it. (but why wouldn't you just try the shoes on??) Or is it just the availability of the sizes you are asking about?
