Wing On Travel is considered a reputable brick-and-mortar travel agency in Hong Kong, but the price is questionable because it is much less than I can see from ITA matrix even with availability off. Is this likely a scam, as just happened in the news on another agency?

After rounding out a travel companion, I phoned Wing On, to be told that that tour had been and gone, and the next available tour was about HKD6000+. Needless to say, I didn't book, and wondered if that was a scam to get people interested.

I have booked package tours with local (H.K.) travel operators (Wing On, Hong Thai et al) a few times. Generally, my experience has been "you got what you had paid". Unlike their foreign counterparts, H.K. travel agents offer very generic service and don't expect any personal preference or variation requests to be handled.
