   概覽. 濫用塑膠購物袋是香港其中一個主要和明顯的環境問題。 2005年的堆填區的調查顯示，每年有超過八十億個塑膠購物袋被棄置在堆填區，即每人每日平均棄置多於三個塑膠購物袋，數目明顯超出生活所需。 首階段塑膠購物袋收費計劃（2009年7月7日－2015年3月31日） 塑膠購物袋收費計劃（計劃）首階段於2009年7月7日實施，涵蓋3,000多個主要為大型連鎖超級市場、便利店及健康護理和化妝品店的零售點。 來自受規管店舖零售類別的膠袋棄置量由首階段計劃實施前（2009年年中）的約6.6億個減至首階段計劃實施一年後（2010年年中）1.5億個，減幅非常顯著。 儘管首階段計劃初步取得成功，但其涵蓋範圍有限，在受規管的零售界別以外的零售類別內，膠袋的堆填區棄置量仍有上升。
