運載紀錄制度. 「運載紀錄制度」以制度化的方式，記錄運輸車輛的行程，確保貨車有秩序地把建築廢物運往適當設施處理。 承辦商在移運建築廢物之前，須填寫標準的運載紀錄表格，列明運輸車輛的資料、運載的貨物 (廢物類別及大約的數量)及處置設施目的地。 廢物運抵指定的處理設施後，司機會獲發記錄票，記錄票將交回工程項目的工程師或建築商代表，以核實承辦商有否遵照政策的規定。 實施這制度，可確保工程項目倡議人、工程師/建築商及承辦商就廢物移運承擔一定的責任。 在這制度下，廢物運抵堆填區或公眾填土區時，須作記錄，從而減少司機中途裝運其他廢物的可能，可避免廢物交叉污染， 亦可避免原來的廢物混同其他廢物，一併運往處理設施棄置。 這制度假設承辦商先在工地內把建築廢物分類 (如情況可行)， 然後才把建築廢物運走棄置。
