If this is the must, I would do the trip in early March when the bears (very dangerous in this area) are still sleeping. You can see drift ice somewhere in the Shiretoko-Nemuro area which is very nice. Stay Nemuro for several days and take a taxi (maybe 9000 yen one way) when the weather forecast says it will be sunny.

The most convenient way of travel would be taking the Narita Express from the airport (it stops at terminal 1 and 2) to Yokohama Station and then the Minatomirai Line to Nihon Odori Station from where the pier is a 10 minute walk. Alternatively, take a taxi from Yokohama Station. by Uji.
