The Hong Kong Civil Service is managed by 13 policy bureaux in the Government Secretariat, and 67 departments and agencies, mostly staffed by civil servants. The Secretary for the Civil Service (SCS) is one of the Principal Officials appointed under the Accountability System and a Member of the Executive Council.
The Hong Kong civil service provides a wide range of services, e.g. public works and the construction, maintenance and operation of public facilities, cleansing and public health, education, social welfare, promotion of trade and commerce, fire services and maintenance of law and order.
公務員事務局 （英語： Civil Service Bureau，CSB ）是 香港特別行政區政府總部 決策局 之一，專責 香港公務員 事務。 歷史. 1970年6月，輔政司署 銓敍 科 成立，首長為 銓敍司 ，取代原輔政司署人事組，負責管理公務員一切事宜。 [1] 於1970年代，據當時的輔政司 羅弼時 呈交予英國的機密文件中顯示，銓敍司為一敏感職位，應由英國人出任。 [2] 儘管1987年已有香港出生，印度裔的 高禮和 就任，但直至1993年前所有銓敍司皆非華人，屬最遲一批有華人首長的政府部門。 1991年，銓敍科改稱 公務員事務科 ，首長為 公務員事務司 。 1997年回歸後， 公務員事務科 改稱 公務員事務局 。
