As for customer service, it is horrible in Paris for bags purchased in Paris, but at least they're set up to repair them nearby. Not sure how they do the repairs in the US.
I'm not sure about Chanel, but Louis Vuitton is definitely cheaper in Paris. I was there 20 days ago and I bought a Neverfull GM that was 570 Euros, which are 765 US Dollars and I got the VAT Refund which were like 60 Euros. If you buy the same one at the States it's 870 US Dollars plus taxes. So it's definitely cheaper to buy it in Paris.
In Florence the Chanel boutique is in Piazza della Signoria, opposite Palazzo Vecchio and two doors away from Café Rivoire. Longchamp doesn't have its own boutique here but you can find their handbags at Adrimar, just across the piazza on Via della Ninna, the little street between Palazzo Vecchio and the Uffizi Galleries and at Valigeria Gazzarrini on Via Porta Rossa, a very nice shopping street.
Chanel bag is a little rich for my blood, but I regularly purchase Longchamp bags (French brand vs. Italian) in France and Mephisto shoes which both come out a little less expensive then in the States, not to mention unique to Europe styles. I must have paid ...
