2020年7月16日 · 食物及衞生局副局長徐德義今日在簡報會上表示，政務司司長根據《預防及控制疾病（規定及指示）（業務及處所）規例》，早前已豁免了部分餐飲業務處所6時後不准堂食的限制。 因應業界反映指，有24小時辦工或位置偏遠等公司的員工外出用餐有實際困難，因而需要在員工食堂進食；而餐飲業處所員工多在工作的食肆內用餐，要在其地方用餐並不方便。 考慮到這些員工的實際需要和相關處所的特殊性質，政務司司長遂作出新的豁免指示。 其一，工作場所內專供受僱於該處人士使用的食堂和提供予員工用膳期間的餐飲業務屬豁免類別。 徐德義強調，這些員工食堂需為僅供員工使用的食堂，且不向外開放；豁免不包括工廠食堂。
