   （一）有一些海外國家或地區的「民宿」推廣把私人住所分租予旅客，在香港發展以這類「民宿」概念為藍本的旅客住宿設施需要進一步探討。 首先，不少外地這類「民宿」位於鄉郊地方，當地的農村、漁村及山村家庭能給予旅客濃厚的鄉土家園的感覺，是發展這類旅客住宿設施的客觀條件和優勢。 就香港而言，居住環境相對上述的外地鄉郊地方較為擠迫。 從一般村屋或住宅單位騰出部分空間出租予旅客作住宿用途有限，亦須面對消防安全、環境衞生、旅客的人身安全和第三者風險保險等問題，因此要透過類似概念在香港給予旅客一個舒適安全的住宿環境，實行上存在一定的難度。 （二）為保障旅客安全，正如其他持牌酒店和賓館一樣，任何以「民宿」概念為藍本的旅客住宿設施亦應受到法例監管，這亦符合旅客的合理期望。
