城市規劃委員會（城規會）發言人今日（四月二十二日）說：「該核准圖提供法定土地用途規劃綱要，為天水圍地區的發展及重建提供指引。 規劃區的面積約為406.23公頃，位於新界西北的西北部，東北及東面至后海灣內灣的具特殊科學價值地點及天慈路，北達輞井村及輞井圍，西北接流浮山，西達洪水橋／厦村新發展區，南連上章圍。 該核准圖主要載有天水圍分區計劃大綱草圖編號S／TSW／15所作出的修訂，主要涉及把位於天華路與天影路交界的一幅用地由「政府、機構或社區」地帶及顯示為「道路」的地方改劃為「住宅（甲類）1」地帶，以作公營房屋發展，以及其他反映現有用途和狀況的修訂。 城規會亦同時修訂圖則的《註釋》及《說明書》以反映上述修訂，並適當地更新各用途地帶及規劃情況的一般性資料，並為《註釋》作出技術修定。
