All romance car is limited express train, which means no matter what you have to purchase normal ticket plus limited express ticket. So booking the seat online in advance does not incur any additional charge.
Romance car is an add-on, you can buy the seat reservation on the platform before boarding if you want (and if there is space). Note, the romance car saves a small amount of time for the fairly large (comparative) cost, and a more comfortable seat.

2024年4月3日 · Romance car will probably reduce your travel time by one hour when compared to normal train/bus. It also stops at Hakone Yumato station so you can catch the Hakone Tozan train from there. It costs only 890 yen than the normal train.
2022年10月3日 · For the Romance Car, you can make an online reservation in advance. Note that this only covers the Limited Express surcharge. You will still need to buy a base fare ticket or obtain the Hakone Free Pass before you board.
