2021年2月25日 · 即時文摘. 2021年2月25日星期四. 香港經濟結構大重整與解決深層次矛盾（文：何順文） (09:00) 圖1之1. 政府昨天公布2021/22年度《財政預算案》。 一如所料，政府對應嚴峻疫情，大部分內容都是與短期穩定經濟和紓解民困措施有關。 這些包括寬減入息稅、差餉與商業登記費，電費補貼，創造3萬個臨時職位，發放電子消費券，增加綜援金和其他老弱津貼（出半糧），增設上限8萬元的失業借貸和調升中小企最高貸款額等。 當務之急是遏止疫情，讓社會經濟早些回復正常，應是大家都可以認同的。 但預算案較欠缺講述政府中長期策略性經濟規劃，未能統合政策為香港經濟結構啟動大重整方向。 當社會大眾焦點仍放在短期紓困回穩措施，本文希望香港社會目光能放遠一些，反思一些結構性的問題與發展。
