   1. 引言. 1.1 香港有接近八成65 歲及以上的長者為長期病患者。 1 加上長者人口預計將由2020 年的142 萬激增至2030 年的213萬,未來公營長期護理服務勢必承受更大壓力。 2 相對留醫或入住安老院舍選項,本地長者大多傾向在熟悉的社區或家中接受長期護理( 即社區照顧服務) 。 考慮到社區照顧服務的成本效益,政府自1977 年起便提倡長者" 居家安老"。 3 2010-2020年期間,為身體機能出現中度或嚴重缺損的長者提供的資助社區照顧服務名額,累增118% 至15 400 個,當局亦於2013年推出長者社區照顧服務券試驗計劃, 4 令社區照顧服務的年度經常開支, 在10年間增加兩倍至2020-2021 年度的38 億港元。
