2016年3月10日 · The Governing Council of the European Central Bank (ECB) decided today to launch a new series of four targeted longer-term refinancing operations (TLTRO II). The new operations will offer attractive long-term funding conditions to banks to further ease private sector credit conditions and to stimulate credit creation.
The central bank would have to choose to which degree it prefers to stabilise on the one hand interest rates or on the other hand output and inflation. So the question of defining financial stability has non-negligible consequences with regard to the trade-off between monetary and financial stability.
