2017年10月24日 · 市區重建局（市建局）今日（星期二）公布，經過公開招標競投後，決定與由永泰地產有限公司及CSI Properties Limited組成的財團－Southwater Hong Kong Limited，合作發展卑利街／嘉咸街發展計劃的地盤C。 市建局早前公開邀請發展商及財團就該項目提交合作發展意向書，其後邀請多家符合要求的發展商及財團，入標競投合作發展該項目，在2017年10月9日截標時共接獲九份標書。 經詳細考慮及審議後，市建局董事會認為由永泰地產有限公司及CSI Properties Limited組成的財團合乎該項目的招標要求，故決定將項目的合作發展合約批出予該財團。 卑利街／嘉咸街發展計劃共有三個地盤（A、B及C），分階段發展。
