After all, "Happy Birthday" is a greeting, so "Belated Happy Birthday" could be considered as analogous to "Belated greeting/s". One can say "Belated hello", which I think is also similar.

And we want to greet someone days after someone's birthday, we say: b) belated happy birthday! I have doubts if that is the correct order of words after seeing a native speaker wrote: c) happy belated birthday!
2008年6月2日 · Strangely enough, "happy belated birthday" receives a vastly larger number of Google results (over 2,200,000) than the more logically correct "belated happy birthday" (330,000). I'm going to buck the trend and be logically correct from now on! OMG, it's true. I just did a Google search and I got similar results.

2008年4月4日 · Yes, in American English the expression is "Happy belated birthday!", but the meaning is that our wishes our belated not the birthday itself. "Je t'adresse mes voeux tardifs..." is a little formal for my needs. "Bon anniversaire avec un peu de retard" est parfait
