Try re-insalling Windows Live and it shows Messenger is installed. Find the Messenger folder under Live Folder but do not find a Messenger executable in it. Tried unstall after looking at the fourms but all methods fail. The unstialler downloaded as indicated in one of the fourm solutions fails too uninstall.
