In January 2017, I have received a whopping 7 tickets on the mail (I live in the US) from the different municipalities. They all are asking for payments for strange infractions that I don't even understand.

But yes, you can go online and change your passport number after you book a ticket. This is easier if you have an account created with the airline you're traveling (and you will earn miles). You can also call the airline. The passport you leave the country with usually needs as least 6 months of time before expiration.
