At DH's work dos the dress code is lounge suits, and his female colleagues seem to dress up rater than down, so some wear long and clingy, others cocktail dresses. I'd always slightly underdress rather than overddress if you are unsure. It means smart casual doesn't it.

According to the British Embassy (where I work) if you take 'Lounge Suit' to be business suit (light colours acceptable) with a tie (not black), the the women are expected to wear smart dresses, linen or silk suits in summer or woollen or velvet in the winter. You want a conservative silhouette (straightish, on the knee, dress or top and skirt) but bright colours, big jewellery and flamboyant shoes all acceptable.
