Anyway, I stand corrected - while there are many sites out there that state MOT stands for Motor Ordinance Test, and all the time I lived in the UK (I am British but left in 1985) I was aware of that meaning, but you are indeed right, it stands for the now defunct Ministry of Transport (now Department of Transport).

Gesetz is a law enacted by proper legislative process while a Verordnung is either a legal norm issued by government or ministerial ordinance, where the concrete authority to issue such ordinance is defined by law (= Rechtsverordnung) or an administrative regulation (=Verwaltungsverordnung).

For example, in the state of New York, the code of regulations and requirements for using public roads is called the Vehicle and Traffic Law. However, if I refer to it simply as "the law", it stops being a proper noun.
