塑膠購物袋收費計劃（計劃）首階段於2009年7月7日實施，涵蓋3,000多個主要為大型連鎖超級市場、便利店及健康護理和化妝品店的零售點。 來自受規管店舖零售類別的膠袋棄置量由首階段計劃實施前（2009年年中）的約6.6億個減至首階段計劃實施一年後（2010年年中）1.5億個，減幅非常顯著。 儘管首階段計劃初步取得成功，但其涵蓋範圍有限，在受規管的零售界別以外的零售類別內，膠袋的堆填區棄置量仍有上升。 在2011年5月，政府就應否及如何擴大膠袋徵費計劃，展開了為期三個月的 公眾諮詢。 整體而言，社會大眾支持擴大計劃的涵蓋範圍至整個零售業界，以進一步處理香港過量使用塑膠購物袋的問題。
