9GAG的意念來自屯門「屋邨仔」陳展程（Ray）及其弟陳展俊（Chris）。兩人同是港大生，Ray修法律，Chris修建築。2007年兩人及任職投資銀行拍檔創業，為了避免「挨貴租」，他們在友人居屋家中搞網站。 當時facebook尚未普及，阿Ray想到「笑是全球共同語言，好多人喜歡用電郵轉發無聊搞笑圖片和YouTube影片，我們放眼全球，9GAG就這樣誕生。」 Chris大學畢業後當iPhoneApp設計，下班回家更新網站，經外國傳媒報道，大量海外網民灠覽，廣告公司主動叩門，令收入激增，現時每年營業額過千萬元。9GAG更在美國矽谷創投基金注資下，開發新項目Singboard網上卡啦OK。該公司2013年宣布「回流」香港開設總部及招聘人才。

9GAG於2011年11月在《爽報》上報。很多網民驚訝網站創辦人是香港人；又說難怪某些點子和廣東話偶合。
疑從高登偷圖
2013年2月初，有高登討論區網民發現「9GAG HONG KONG」facebook專頁中，有部分改圖直接取自巴打絲打的改圖作品，但卻加上9GAG的水印，當成是自家出品，而該專頁遭網民投訴後更關閉留言功能。有網民認為做法不當，計劃將事件推到上報，亦有網民質疑該專頁是否9GAG官方開設，亦有網民指網站本意為轉發笑料，出現其他網站改圖屬正常，但應提及原創來源。
