The Eiffel Tower has that classical feel especially when most of Paris' buildings have that classic architecture. The Tokyo Tower on the other hand may not look as classical as The Eiffel but it fits the futuristic and urban look of Tokyo's skyline.

This means that the new tower will have floors that are 20% bigger then Roppongi Hills. Which is also rounded off the difference in total floor area + the difference in floor numbers.
