The Office of The Ombudsman is an independent statutory body established in 1989 in accordance with The Ombudsman Ordinance (Cap 397, Laws of Hong Kong). It functions as the community’s watchdog of public administration in Government departments and main public organisations with a view to promoting fair and quality public service.

The Ombudsman has the power to investigate complaints of non-compliance with the Code on Access to Information by Government departments/agencies. However, there are some restrictions to The Ombudsman’s powers under the Ordinance.

For example, y ou can make a complaint to the ombudsman in relation to actions and decisions of the government if you think that they are wrong, unjust, unlawful, discriminatory or unfair.
The major purpose of the Ombudsman is to investigate complaints against major public organisations and government departments and agencies in Hong Kong. It also oversees complaints against the executive branch in relation to non-compliance with the Code on Access to Information. [1] .
How to Complain. What We Oversee. We handle and investigate complaints from aggrieved persons about maladministration, including non-compliance with the Code on Access to Information. Maladministration means inefficient, bad or improper administration. It may take many forms, which include: abuse of power or authority. delay/inaction.
