There is a road all the way to the top, but there are also plenty of places on the way up to park. It’s a pleasant walk, the road goes all the way around the butte. So that way you have a leisurely 360-degree view. When you get to the top you’ll have a great view, so drive up and look from there if you’re tight on time.
