    2022年4月15日 · 市區重建規劃模式隨著時代一直演變，初時主要由發展商收購舊樓重建，及後政府成立市建局的前身土地發展公司專責市區重建，避免市區環境進一步惡化，以及改善舊區居民的居住環境。 近年市建局以「小區發展」、「規劃主導」等新的市區更新規劃概念重新改造舊區土地，更具成效地運用珍貴的土地資源。 香港城市大學建築科技學部高級講師潘永祥指出，破舊樓宇是否值得重建，有三大考慮因素，包括樓宇重建效益是否多於維修效益、土地資源能否更有效運用及有否足夠的財政資源儲備。 然而，舊日的重建以一棟棟樓宇為單位，重建後的新樓宇分布「零散」，未能令土地最有效運用。 市建局於2007年啟動「觀塘市中心計劃」。 要發揮更大的土地效益，應要考慮項目和其周邊建築、設施的連繫。
