I know it's pretty tight but I only plan to see Fushimi Inari-taisha Shrine, Kinkakuji Temple and Kiyomizu-dera Temple. Is that doable? If so, what would be the best approach?

Helpful otherwise Information Center, in front of the exits, said that only pasmo passport is available at Keisei Low cost bus is super efficient, to get to North East corner of Tokyo Station, ticket counter at exit S1., ticket counter at exit S1.

If you mean Shirakawago, then gasshou house village near Takayama, then your itinerary is not a good one. The detour to go there and back takes too much time unless you also have time for Kanazawa and/or Takayama.
