牌照分為兩種： 地產代理牌照； 營業員牌照。 地產代理牌照. 持有地產代理牌照的人士可以經營地產代理工作的業務或擔任持牌地產代理的營業員。 無論地產代理業務是以獨資、 合夥 或公司形式經營，每個以特定營業名稱在每個營業地點經營的商號必須申領一份 營業詳情說明書 。 該說明書須在有關的營業地點的顯眼位置展示。 合夥業務中必須有最少一位合夥人持有有效的地產代理牌照。 其他不以地產代理身分從事合夥業務的合夥人如不是「不適當的人」則無須領有牌照。 有關此領牌的豁免及「不適當的人」的定義，請見 此 。 每一個地產代理營業地點應由一名 經理 有效及獨立地管理。 而該名經理必須持有地產代理 (個人) 牌照。 營業員牌照持有人只能以持牌地產代理的營業員身分從事地產代理工作。
