   綠色債券框架是政府綠色債券計劃（綠債計劃）的重要組成部份，載述政府如何透過在綠債計劃下發行綠色債券，為符合改善環境、應對氣候變化和轉型至低碳經濟體等理念的綠色項目融資或再融資。 政府於2019年3月首次發表綠色債券框架，並於2022年2月更新該框架。 更新的框架反映了香港最新的氣候承諾和策略，並與綠色債券市場的最新國際標準和慣例接軌。 根據更新後的框架，發行綠色債券所募集的資金可為九個「合資格類別」的項目融資或再融資，包括新增的「適應氣候變化」一類別，而且不再限於政府工務項目，這讓政府能以綠債資金資助更多不同類別的綠色項目 ，進一步支持香港低碳轉型。 在框架下發行的綠色債券將與國際資本市場協會制定的《綠色債券原則》或其日後的修訂一致。
