You are right. I should've said BNO is not a regular British passport. Holders of BNO's are not consider full British citizens. The bottom line is OP's husband, as a BNO holder, must get a visa to visit Taiwan, unlike a holder of a regular British passport.

Although Malaysia is listed as one of the options, the form is asking about the last country you exiting before entering Malaysia, so it should be a foreign country other than Malaysia.
