Does the weather ( specifically rain) get worse the further into August you get? We are looking at the third week in August or the fourth.

We planned for 3 nights stay but can't decide where to stay as from the map, Biei looks more centralised location to visit farms and other attractions but more people stay at Furano.

We have a choice of going to Showa Kinen Park in Tachikawa from Tokyo or go to Kyoto Botanical Garden for seeing the Tulips. Tachikawa is about 50 kms from Tokyo, whereas Kyoto Botanical Garden i easily accessible in Kyoto.
