Many stores will close early on the 31st. And it'll be extremely packed on the 29-31st. If I were you, I'd go on the 28th.

According to the timetable, there is a Toyama Chiho train that arrives at 10:27, giving me 13minutes to catch the cable car. Will 13 minutes be enough time to make my transfer?
