そこで、日本政府観光局（JNTO）では、訪日外国人旅行者が国内各地を安心して旅行できる環境整備の一環として、言語障壁の緩和に向けた「善意通訳普及運動」を提唱、推進しています。 「善意通訳普及運動」とは、町なかや駅、車中などで言葉が通じず困っている外国人旅行者を見かけた際に、語学力を活かして積極的に手助けするなど外国人旅行者の言葉の上での困難や不便の解消を目指すという趣旨の、一人一人のボランティア精神の普及運動です。 JNTOでは、この運動の趣旨に賛同し、ご登録いただいた方に対し、その意思表示のしるしとして善意通訳カードとバッジを交付しています。 善意通訳運動は、1964（昭和39）年の東京オリンピック開催時に初めて提唱‧実施されて以後、1979（昭和54）年からは通年で継続されています。
